Is smoking an e-cig legal to someone under 18 if it has no nicotine?

There are electronic cigarette that do not containe nicotine. My question is seeing as they don’t produce smoke is it legal to use them if your under 18.

you can smoke at 16 but legally 18 to buy them
You have to be 18 years of age to be able to buy ECig. But different states/ countries have different laws.
You better check your own country’s laws first.
It Might be legal but i really don’t think its a good idea. I am no moral guru but I just think its bad.
